Armenia's government will appeal to the Constitutional Court to determine whether the obligations enshrined in the international treaty on the TRIPP project comply with the Constitution.
The bill on ratification of the Framework Agreement on Strategic Cooperation between Armenia and the United States regarding the "Trump Route for International Peace and Prosperity" (TRIPP) project was approved at a cabinet meeting on July 16.
If the Constitutional Court rules that the obligations enshrined in the international treaty comply with the Constitution, the government's legislative initiative will be sent to the National Assembly for ratification in accordance with the established procedure.
Deputy Foreign Minister of the Republic of Armenia Vahan Kostanyan has been appointed as the cabinet's representative to the Constitutional Court, and has been granted all the rights afforded to a party under the constitutional law "On the Constitutional Court."
Armenian Foreign Minister Ararat Mirzoyan said that to complete the documentation process for the project, an agreement between the shareholders and the charter of the company that will implement the project still need to be signed.
According to him, Armenia and the U.S. are aiming to develop transport communication in the South Caucasus, to develop transport infrastructure and global and regional trade, and to strengthen the peace established in the region.
He added that the project is being implemented with full respect for Armenia's sovereignty, territorial integrity, and jurisdiction, including with regard to border control.
The minister explained that under the project, the U.S. and Armenia are establishing a company that will be able to bring in various partners to implement individual projects in different parts of Armenia.
"After the expiration of the project's implementation period, set at 49 years, the parties will be able to extend it for the same term. In that case, Armenia's share in the company will grow from 26% to 49%," Mirzoyan noted.
He emphasized that a company called "TRIPP+" is being created to service the "TRIPP" project. According to him, "TRIPP+" will be responsible for attracting investment for the TRIPP project.
