Ukrainian forces struck Perm, Russia, Wednesday morning. An industrial enterprise was hit, said governor Dmitry Makhonin of Perm Region. According to him, several drones were shot down as they approached the city, but there were no injuries or casualties.

Based on eyewitness videos, Astra has determined that the target was the Lukoil-Permnefteorgsintez oil refinery.

Ukrainian Telegram channels published a video of the fire and black smoke at the enterprise.

According to preliminary data, the AVT-5 oil refining plant was damaged.

Ukrainian President Volodymyr Zelenskyy also confirmed the strike on the Perm oil refinery, describing it as another step in "far-reaching sanctions."

"Russia must feel that every day of the war will cost it more," he added.

Permnefteorgsintez is one of the 10 largest oil refineries in Russia and the second largest in terms of productivity for Lukoil, after Nizhny Novgorod. In 2024, this enterprise processed 12.6 million tons of crude oil, producing 2 million tons of gasoline and 5.3 million tons of diesel fuel.
