A certain consensus is needed to make a decision to deprive Armenia of its voting rights in the Collective Security Treaty Organization (CSTO) bodies, said Russia's permanent representative to the CSTO, Viktor Vasilyev.

"The next session of the CSTO Collective Security Council will be held in Moscow on November 11, and the heads of state will probably discuss this matter. The decision on this, if necessary, will be made by consensus," Vasilyev told RIA Novosti news agency.

Russia's permanent representative to the CSTO emphasized that Article 25 of the CSTO Charter concerns the possibility of nominating citizens of a [member] state to quota positions, as well as suspending the right to vote in CSTO bodies in case of non-payment of debts to the CSTO budget within two years.

“This de facto situation has been in place for more than two years, as Armenia does not nominate its citizens to quota positions in the [CSTO] Secretariat, and also recalled its representatives from the CSTO Joint Staff,” Vasilyev concluded.

Armenia suspended its CSTO membership back in 2024. As Prime Minister Nikol Pashinyan explained, the CSTO Collective Security Treaty was not implemented by the CSTO allies towards Armenia in 2021 and 2022, so Yerevan “froze” its CSTO membership.

The Collective Security Treaty Organization includes Russia, Belarus, Armenia, Kazakhstan, Kyrgyzstan, and Tajikistan.
