The Zhoghovurd newspaper of Armenia writes as follows, in particular: According to the Zhoghovurd daily’s information, an uncertain and chaotic situation reigns within the government.

Although [Prime Minister] Nikol Pashinyan has appointed and reappointed a number of ministers to their positions, the inner circles of the authorities still do not have a clear idea of what changes are expected in the near future.

According to our sources, the main concern is related to the resignation of the former chief of the prime minister's staff, Arayik Harutyunyan. According to information circulating in authorities’ circles, there is already an instruction that the new chief of the prime minister's staff, Lilit Makunts, should form a new staff in the government system almost completely, by about 90 percent.

Zhoghovurd’s sources note that now almost everyone in the system is waiting for Lilit Makunts' decisions. This applies not only to the structures, committees, and departments operating under the direct subordination of the prime minister, but also to ordinary employees of the internal subdivisions of the prime minister's staff.

According to the same sources, an atmosphere of waiting has formed in the public administration system, and many officials still do not know [whether] they will continue their work, or become a target of the expected large-scale personnel changes.
