The Armenian government has publicized its 2026-2031 program. In the energy section, it reads as follows:

"The target of the Government's reforms in the energy system is to ensure energy security and create a stable and competitive energy system, integrating Armenia into regional energy infrastructures and markets within the framework of the "Crossroads of Peace" initiative. Energy sources will be diversified, developing nuclear, gas, hydro, solar and other renewable energy capacities, including the potential of green hydrogen. Armenia's energy transformation will begin. The priority tasks in this direction are:

Legislative and institutional reforms of the electricity system will be implemented, contributing to the resilience of the energy sector, market liberalization and increased competition.

Renewable energy will be developed, with the aim of increasing the capacity of solar and wind energy to 2,000 MW by 2040.

Modern storage plants will be introduced to ensure the flexibility and stability of the energy system, with the aim of storage plants having a capacity of at least 800 MW by 2031.

Energy efficiency programs will be implemented to reduce consumption and increase efficiency in the domestic, industrial and commercial sectors, including by improving building and urban development standards.

The program to double the operating life of the 2nd power unit of the Armenian NPP to 2026-2036 will be fully implemented.

The program to build a new nuclear power unit will be launched, with at least the selection of the power unit technology by the end of 2027.

In order to integrate into regional energy networks, local networks will be modernized, expanding import, export, domestic sales and transit opportunities. The Iran-Armenia 400 kV double-circuit overhead line and the Noravan 400/220/20 kV substation will be put into operation. Construction of the Armenia-Georgia 400 kV overhead line and the 400 kV Ayrum and Ddmashen substations will begin.

Dialogue and cooperation with Turkey and Azerbaijan, as well as countries in the wider region, will be promoted to expand new energy channels.”
