The Armenian government has publicized its 2026-2031 program, in which it plans to implement a number of measures aimed at reforming the Armenian Apostolic Church, ensuring its financial transparency, and the good conduct of its clergy.

“Spiritual Security

The reform of the Armenian Apostolic Holy Church is a vital necessity to fulfill the task of having a value-based spiritual life. The agenda for the reform of the Armenian Apostolic Holy Church serves to bring the Church into the realm of canonicality and exclude the politicization of the Church. In order to ensure the task of spiritual security, to exclude attempts by external forces to turn the Armenian Apostolic Holy Church into a base for hybrid struggle and to reform the Armenian Apostolic Holy Church, efforts will be made to implement the following agenda:

1) The removal (retirement) of the de facto head of the Armenian Apostolic Holy Church [i.e. Catholicos of All Armenians Karekin II] will be ensured, and the election of the Catholicosate locum tenens will be carried out in accordance with the established procedure.

2) The adoption of the charter of the Armenian Apostolic Holy Church will be ensured, which will establish mechanisms for maintaining the established principles, ensuring financial transparency and good conduct of the clergy.

3) The election of the [new] Catholicos of All Armenians will be ensured in accordance with the established procedure. The government will also undertake to include clergy in the state system of social guarantees and ensure the transparency of church financing,” it is stated, in particular, in the aforesaid five-year program of the government of Armenia.
