Past daily of the Republic of Armenia (RA) writes as follows, in particular: The Ministry of Territorial Administration and Infrastructure has submitted for public discussion the draft “On Approving the Support Program for the Development of Air Cargo Transportation in the Republic of Armenia, the Procedure for Receiving Financial Assistance, and the Requirements for Airlines Benefiting from the Support program.”

The amount of international air cargo transportation in the Republic of Armenia, compared to the amount of cargo transportation by land (by road and rail transport), is about 0.2 percent.

Aviation is of great importance for the Republic of Armenia as a landlocked state, and air cargo transportation has a competitive advantage over land transport in terms of carrying out faster and safer cargo transportation. (...).

According to the 2025 data, the amount of cargo transportation by air amounted to 42.5 thousand tons, which was 0.7 percent more than the 2024 indicators. In order to stimulate cargo transportation amounts and growth rates in this sector, as well as to make the export of RA origin goods more accessible to new destinations, there is a need to use various cost reduction tools.

In the cost structure of cargo flights, depending on the type of aircraft and flight distances, aviation fuel consumption accounts for 3,050 percent. Taking into account the impact of aviation fuel consumption in calculating the economy of the flight, partial compensation of its amount for a certain period of time can create good conditions for the export of medium and high-value goods and ensure the formation of stable transportation in these new destinations.

This decision proposes to promote the export of RA origin cargo to new destinations by air via the Republic of Armenia, which will contribute to the growth of air cargo transportation, promote access to export markets from the Republic of Armenia, ensuring the availability of faster and cheaper transportation for economic entities.

It is expected to organize affordable and stable cargo transportation for the export of RA origin cargo by air to new destinations, expand the geographical scope of cargo transportation, and ensure an increase in cargo transportation amounts.

The adoption of the draft does not lead to changes in the annual revenues and expenditures of the [Armenian] state budget for 2026. At the same time, the amount of funds forecasted in the state budget expenditures for 2027 and 2028 will amount to about 3 billion drams [approx. $8.3 million].
