Hraparak daily of Armenia writes as follows, in particular: After the last meeting of [Armenian PM Nikol] Pashinyan and [Azerbaijani President Ilham] Aliyev, the [Armenian] government has intensified work on a new constitution.
Azerbaijan is dissatisfied that after the NA [i.e. the Armenian National Assembly] elections [on June 7], this issue is remaining in same state. Pashinyan has decided that they should move forward with the following roadmap on the issue of a new constitution: first, convince and prove to the opposition segment of [Armenia’] society that this change is really necessary for the country’s well-being and development.
The matter of conducting an advertising campaign through opposition media is even being discussed. In the second phase, appeal to the NA opposition, calling for support for holding a referendum. In case of being refused, try to convince individual opposition MPs that it is necessary to support the CC [i.e.
Armenia’s ruling Civil Contract Party and its parliamentary faction] initiative. Pashinyan has not ruled out exerting pressure on [opposition] MPs, “stealing [opposition] MPs.” And if after all this they still fail, as a last option, to go for snap [parliamentary] elections and get the necessary constitutional majority in parliament and pass the new constitution.
According to our information, no timeframes have been outlined, but Pashinyan has called on everyone to get moving.
