Regarding the Shaki incident, the citizen called the police officer whose mobile phone number she had and whom she knew. That police officer was on leave, since he was on duty the previous day; that is, he was at the workplace. Armenia’s Minister of Internal Affairs, Arpine Sargsyan, on Monday told this to reporters in parliament, referring to the details of the Shaki village incident involving an Azerbaijani soldier and the discussions that Armenia’s police officer had arrived at the scene of the incident much later than the person who had made the report.
“I don’t want to note anything with a minute’s precision, because the body conducting the proceedings will act at the right moment, indicating the specific minute, but within ten minutes of the report, the policeman was at the scene of the incident, and the incident had already occurred.
Our employee conducted the process correctly, and it was not possible to arrive and prevent anything faster than that, for example,” the minister added, informing that the aforesaid policeman was much further from the scene of the incident than the citizen who made the report, Ani Avetisyan.
“(...). When a 112 report is received, according to our standard, the operational group should leave within ten minutes; that is, it should leave for the scene of the incident, but the entire department, headed by the department head, was on site within ten minutes.
Moreover, it was precisely the result of the police officer’s operational work that we were able to track down the person and detect and arrest him,” the Minister of Internal Affairs of Armenia said, adding that there are no new circumstances regarding the incident at the moment, and once the investigation is completed, the public will be informed.
Earlier, Armenian News-NEWS.am reported that on October 1, Azerbaijani soldier Nasimi Musayev had illegally entered a house in Shaki village of Sisian community of Armenia’s Syunik Province.
But after being discovered, he had opened fire.
Ani Avetisyan, born in 1987, was injured as a result of the shooting.
The Azerbaijani then had fled.
Subsequently, however, Musayev was found and caught in another house in Shaki.
Criminal proceedings have been launched against him under five articles of the Criminal Code of Armenia, and he has been detained for two months.
Arpi Avetisyan, the sister of the woman who was shot by the Azerbaijani soldier, had told Armenian News-NEWS.am that the Azerbaijani soldier had taken her sister’s children hostage, and their mother had lost three fingers on her left hand while protecting them. And when the Azerbaijani wanted to reload his rifle, the Armenian woman had struck him with a knife several times. When the mother had fainted, her son had punched the Azerbaijani soldier in the head, resulting in a fractured wrist.
