YEREVAN. – Armenia’s second President Robert Kocharyan does not support Prosperous Armenia Party’s (PAP) initiative on holding political consultations and discussing the issue of passing to the parliamentary form of governance.

In an interview with 2rd.am Kocharyan stated that if he supported that system it would have likely been operating in Armenia ever since the 2005 referendum on the amandments to Armenian Constitution, initiated by Kocharyan.

“PAP’s offer is rather a reaction to the situation in Armenia, which is in obvious disproportion with human rights and various institutional powers. Long-termed negative results of such disproportion are already obvious today,” said Kocharyan.

According to him, the U.S. model is closer to Kocharyan, as a strong president heads executive body and carries a direct responsibility for economy, while the parliament has powerful levels of control.

“However, European traditions include parliamentary system, while we are in the perimeter of European political process. In addition, parliamentary governance softens obvious disproportion. As for the 100 percent proportional system, the majority elections in Armenia fuel the process of feudalization within the limits of those areas,” Kocharyan stated.
