NEW YORK. - The vote in Scotland had proven once again that referendum becomes the most important legal instrument to solve a debate on ethnic issues in the world, said Armenian President Serzh Sargsyan in his speech in the UN General Assembly's 69th session.

"The lack of international reaction on Azerbaijani highest leadership's military statements and threats led to current situation, when the President of Azerbaijan marks the entire Armenian nation as enemy number one. A murder of innocent person, which is considered a crime in the civilized world, is viewed as a heroic act in Azerbaijan," stressed Armenian leader in his speech. "Although each conflict is unique, international relations are consistently driven by human rights and fundamental freedoms, including freedom of peoples to self-determination."

The President of Armenia referred to four resolutions on the Nagorno-Karabakh adopted by the UN. He reminded that the UN resolutions called to stop the bombing of civilians by air strikes, to avoid violation of the principles of international humanitarian law, however, in response to the UN resolutions Azerbaijan continued bombing peaceful civilian people, including children and women.

While Azerbaijani president refers to the certain parts of UN resolutions and interprets them as a prerequisite for settlement, the interpretation of these resolutions is impossible without understanding the requirements set forth in the resolutions that refer to the region's economic, trade and energy ties restoration, removal of obstacles to the restoration of communications.

"It is not a secret that in the very beginning of the conflict in Nagorno-Karabakh Turkey and Azerbaijan started the blockade of Armenia. Azerbaijani President is even proud of it, promising the public that this trend will remain a foreign policy priority," stressed Armenian leader. "The UN resolutions required that the Azerbaijani authorities establish direct contacts with Nagorno-Karabakh."

President Sargsyan also stressed that the UN has not mentioned Armenia as a party to the conflict resolution.

"All resolutions on Nagorno-Karabakh conflict had recognized Karabakh as a party. It is clear that the Azerbaijani authorities must implement the UN basic requirements, including the implementation and observance of humanitarian norms. In fact, this requirement is routinely and flagrantly violated by Azerbaijan," said Serzh Sargsyan.
