The relations between Azerbaijan and Georgia are not so close to form a confederation, Head of “Modus Vivendi” Center Ara Papyan told the reporters on Wednesday, commenting on Georgian President Mikheil Saakashvili’s proposal for the establishment of confederative relations with Azerbaijan.

“A confederation assumes that the level of independence will be reduced. In this context, the natural resources of Azerbaijan prevail over those of Georgia and the confederation is not in Azerbaijan’s interests,” he said.

According to him, the confederation is aimed to oppose Russia. The advantage of Armenia over Georgia and Azerbaijan is the country does not have common border with Russia. “Presence of new forces is more acceptable for Russia in a country, not bordering upon it.  If Saakashvili were the President of a country not contiguous with Russia, the latter would not have been so huffy about his actions,” the expert stressed.
