Anders Behring Breivik, sentenced to 21 years in prison for killing 77 people in 2011, has been accepted to the Political Science Department at Norway’s University of Oslo.

According to the University president, Ole Petter Ottersen, “all Norwegian inmates have a right to pursue higher education if they meet the admission requirements."

Breivik’s first application to enter the University was denied two years ago; his qualification was considered insufficient then. The reasons for reconsideration haven’t been reported.

Earlier, discussions arose in Norway on whether the applications of those charged with such much-publicized crimes should even be considered, BBC Russian Service reports.

The 21-year jail term of Breivik, who masterminded rampage at a youth camp on Utoeya, can be extended.
