YEREVAN. - The Armenian parliament must have no less than 101 deputies, the draft Electoral Code of Armenia put on the agenda of today’s Government session reads.

The allocation will be considered final if one of the parties receives 53 mandates, and preliminary in case of less than 53 mandates. As before, the vote threshold is set at 5 percent for parties and 7 percent for party blocs. Regardless of election results, no less than 3 political forces will be represented in the parliament.

The mandates are allocated in the following way: the number of ballots in favor of each party is multiplied by 101 and divided by the number of all the ballots in favor of the forces which passed the vote threshold.

The mandates will be allocated according to these figures, rounded to integrals.  The rest of the mandates will be divided by the succession of excess, 1 mandate for each.  

If the party has received even number of mandates, 50 percent will be issued to the candidates in the nation-wide list. In case of an odd number, mandates in the amount of  50 percent integral will be issued. The rest of them will be split up between the candidates included in territorial lists. If a candidate gets a mandate according to both republican and territorial list, he will be considered to be on a waiting list under the territorial list, and the mandate in the republican party will then passes to the next candidate on the waiting list.

4 more mandates are split up between the representatives of ethnic minorities. The mandates are split up between parties and blocswhich have passed the threshold, according to a special coefficient and considering the number of the given minority.
