STEPANAKERT. – President of the Nagorno-Karabakh Republic (NKR/Artsakh), Bako Sahakyan, on Monday signed a decree on establishing a professional commission on constitutional reforms, under the NKR President.
This decree was signed based on the necessity of improving the mechanisms for implementing the precepts of rule of law and democracy, perfecting the balance between Artsakh’s branches power and raising the efficiency of its public administration, as well as taking into consideration the proposal by the political parties represented in the NKR National Assembly and the non-parliamentary political forces, and guided by the NKR Constitution, reported the Central Information Department of the Office of the NKR President.
The decree approved the makeup of this commission, which will be headed by chairman Ashot Ghoulyan of the NKR National Assembly.
According to the decree, this professional commission will submit to the President, by no later than May 1, the concept for constitutional reform in the country, and if it is approved, to develop and submit to the President, by September 10, the draft for this reform.
