The well-known ideas discussed between the sides to Karabakh conflict can be included in the documents which will be acceptable to all the parties, Russian FM Sergey Lavrov said in an interview with RIA Novosti.

Of course, the most important thing is to avoid new casualties, prevent any violations of ceasefire and work out effective measures and mechanisms for it, he said.

“Presidents of Armenia and Azerbaijan signed under this as early as five years ago, when our President (then Dmitry Medvedev) gathered them. They spoke for the creation of incident investigation mechanisms and enhancement of confidence, commissioning the OSCE to deal with this. The OSCE representatives drew out such a project with different versions. But, unfortunately, this work stopped at this stage, in circa 2012. But now we want the sides to return to this,” Lavrov noted.

In his words, the German Chairmanship in OSCE wants to be active in this issue and Russia encourages this wish.   

“I think that exactly the work once launched in OSCE with the consent of the Armenian and Azerbaijani presidents on working out mechanisms of incident investigation and enhancement of confidence-building measures is becoming more pressing now than ever.  We will focus on this. Of course, the political process shouldn’t be forgotten either. The passions should perhaps be quelled; this is obvious. But the political process and [conflict] normalization have no alternative,” Lavrov said.

According to the FM, there are well-known ideas, which have been discussed between the sides. “I’m still sure that it is hard but possible to include them in documents which will be acceptable for both sides,” Lavrov concluded.
