In my view, the Russian leadership’s position on this matter is very clear. The official representatives, who are engaged in technico-military cooperation, have given clear and quite comprehensive definitions.

Maria Zakharova, official representative of the Russian Ministry of Foreign Affairs (MFA), stated the aforesaid in response to a query on the Russian arms supplies to Azerbaijan, or whether these supplies will continue.

“There is no need to look for nuances on this matter and attempt to seek double or triple meaning in the words,” Zakharova said. “Russia is carrying out technico-military cooperation on a clear international-legal and bilateral basis.

“We clearly understand the complexity of the situation, and which methods can calm the situation in reality, not with words. (…) [But]t he answer to the question—What to do so that no more blood will be shed?—, which no doubt especially is of concern to Armenia as well, needs to be sought in the very political, diplomatic arena.”

In her words, Russia plays quite a big role toward the settlement of the Nagorno-Karabakh conflict.

“It is Russia that has always initiated some proposals to promote settlement,” the Russian MFA representative added. “[But] it is important to realize that the key to the resolution of the situation is in the political, diplomatic dimension.”
