YEREVAN. – With the presidential decrees, the formation of the Cabinet of Prime Minister of Armenia Karen Karapetyan got underway on Tuesday, reported Hraparak newspaper.

“According to those who know him, the PM is guided by several criteria when making personnel appointments.

“First, he underscores technical education, management skills, excellent knowledge of languages—especially of Russian (he considers not knowing Russian a big minus), and he prefers that the official not belong to any [political] party, which, in his view, is a constraining factor when working in the state apparatus.

“He pays attention also to the track-record of the given official, especially to what he has accomplished in what period of time, in terms of career growth.

“And he tried to select with these very precepts those four ministers that were appointed yesterday. They were a revelation for many.

“[But] the personnel changes will not be limited to this. The second round of changing the ministers will start soon,” wrote Hraparak.
