STEPANAKERT. - President of the Nagorno-Karabakh Republic (NKR/Artsakh) on Thursday signed a decree on appointing National Assembly (NA) deputy Vitaly Balasanyan Secretary of the NKR Security Council.
Upon another decree, Victor Kocharyan was relieved of his duties as the Secretary of NKR Security Council and was appointed to the post of the Deputy Secretary of the NKR Security Council.
