STEPANAKERT. - As of 5:00 pm, 65,439 citizens or 63.68 percent of thetotal number of voters havecast their ballots in the constitutional referendum conducted in the Nagorno-Karabakh Republic (NKR).
The NKR is conducting a constitutional referendum on Monday .
The respective constitutional amendments envision a transition from a semi-presidential to a presidential system of government in Artsakh.
