Armenian MPs consider Azerbaijan’s responsibility for launching military hostilities in the Karabakh conflict zone, distortion of its essence and torpedoing the negotiation process.

Armenian National Assembly Committee on Foreign Relation offered Speaker of the Armenian Parliament to put on the small agenda the draft bill on Azerbaijan’s responsibility for launching hostilities in the Karabakh conflict zone, distortion of its essence and torpedoing of the peace process. The document was approved by RA NA Standing Committee on Foreign Relations and is on a vast agenda now. The bill was initiated by Armen Rustamyan, Chairman of RA NA Standing Committee on Foreign Relations, ARF-D Board member.

The document says Azerbaijan should be responsible for its warlike statements, the distortion of essence of Karabakh problem, inciting atmosphere of hatred, denial of Azerbaijan-committed crimes and misleading the international community. “Azerbaijan tries to conceal self-initiated military hostilities and makes the Armenian side bear the brunt of arms in the Karabakh conflict zone,” the document reads.

Meanwhile, the draft law mentions there are many documents proving immediate guilt of Azerbaijan for initiating hostilities in the Karabakh conflict zone. It also covers massacres of Armenians in Azerbaijani cities Baku, Sumgait, Kirovabad. Authors of the document note that Azerbaijan is trying to impose “its truth” to various international agencies using their unawareness of the conflict essence. Doing so, Azerbaijan paves the way for further hostilities in the Karabakh conflict zone and justification of its moves. Authors of the document outline necessity of presenting true essence of the Karabakh conflict to the international community to disclose Azerbaijan’s falsifications.

The document also notes that Nagorno-Karabakh people self-determined in conformity with international standards, as a result two equal sovereign states – Azerbaijan and Republic of Nagorno-Karabakh- were formed after the USSR collapse. “In response Azerbaijan started ethnic cleansings of Armenians in the Azerbaijani cities of Baku, Sumgait, Kirovabad, Shamkhor. Moreover, Azerbaijan launched large-scale hostilities against Nagorno-Karabakh with assistance of terrorist forces, as a result over million of people regardless of their national identity become refugees. Azerbaijan fully bears responsibility for this,” the document says. It also mentions that Azerbaijan is constantly trying to torpedo Stepanakert’s direct participation in the talks to avoid solution to first-priority issue of NKR status, security guarantees, and its responsibility for the situation.

“Use of principle of nations’ equality and nations’ right to self-determination was and remains a guarantee of peaceful resolution of the Karabakh conflict, guarantee to avoid hostilities,” it reads.
