“It is difficult to find a unitary state with a 3m population on the world map which would have a bicameral parliament, Alexander Markarov, Director of the Armenian branch of the Institute of CIS States told a press conference on February 2, commenting on Diaspora Minister Hranush Hakobyan’s statement.

He stressed bicameral parliaments exist in federative states, where national minorities reside to present their interests. “In general, the idea raises more questions rather than gives answers. According to him, it runs counter to Armenia’s constitution. By law, a person with a 5-year permanent residence in the country may run for parliament. It is clear Diaspora Armenians will not meet these requirements,” he said.
