Ex-Defense Minister of Artsakh Samvel Babayan is on the electoral register in Armenia.
Proceeding from the constitution, Samvel Babayan may apply to the appropriate passport department of the Artsakh police for registration in any community and he will be entered into the register of voters of Artsakh, Artsakh Police's press service reported.
