An independent state is a highest value for the people of Karabakh. Vahram Balayan, Vice President of National Assembly of the Republic of Artsakh (Nagorno-Karabakh Republic), told this to Armenian News-NEWS.am.

As reported earlier, the Nagorno-Karabakh Republic (NKR) was declared on September 2, 1991.

“It’s a most important celebration for the people of Artsakh,” Balayan said. “The people participate in the [respective] celebration with great enthusiasm.”

But along with the celebration, it is also a unique account of the work done during the year, the deputy speaker of the parliament added. At the same time, as per Balayan, it is both the authorities’ account to the people and the society’s account to itself.

“Over the past 28 years, Artsakh has gone through a difficult road: war [with Azerbaijan], post-war hardships,” he stressed. “[But] now, the Karabakh people are building a state that meets European standards, [and] developing democratic institutions; both the authorities and the people wish that.”
