I don’t see members of the Public Council of Armenia discussing the Artsakh issue a lot. This is what President of the Public Council Vazgen Manukyan declared during the Council’s session today.

“We have nothing to discuss so long as the Armenian authorities haven’t presented any option. The talks were rather flexible. During those talks, Armenia was viewed as constructive, while Azerbaijan was viewed as the country leading the talks to failure,” he said.

According to Vazgen Manukyan, Azerbaijan unleashed the war in April 2016 since it saw that it couldn’t do anything during the talks. “Azerbaijan saw that it couldn’t solve any issue through war, and this was the victory of Armenia and Artsakh. After the war, the talks were more favorable for us Armenians, documents were signed in Vienna and Saint Petersburg that were more beneficial for us. Now there is uncertainty. Of course, there are things to discuss, but the discussion has to be a closed discussion with the Prime Minister,” he said.

Touching upon the relations between Armenia and Artsakh, Vazgen Manukyan stated that there are three approaches, including the signing of a military-political agreement between Armenia and Artsakh, recognition of Artsakh’s independence and recognition of Artsakh as a part of Armenia.
