YEREVAN. – Davit Khajakyan, the head of the opposition Luys faction at the Yerevan Council of Elders has submitted a crime report to Prosecutor General Artur Davtyan of Armenia.
His report, in particular, reads as follows:
"I find that:
a) the mayor has obviously gone beyond his powers by instructing [First Deputy Mayor] Hrachya Sargsyan to appoint Hayk Sargsyan as the acting mayor [while the mayor was on vacation];
b) Deputy Mayor Hayk Sargsyan has clearly gone beyond his powers by signing dozens of decisions and orders of the mayor.
I find it necessary (...) to institute a criminal case to expose the circumstances described above and to assess the damage to the legitimate interests of society and the State.
According to my information, the document with the mayor's order has been forged, with signing it with a later date, and canceling the pre-order (s) to go on holiday until November 4.
With your comprehensive examination, I think it is also possible to obtain and compare the airline tickets purchased by [Mayor] Hayk Marutyan, with the initial return planned so that he would have to start work on November 4.
On the basis of the above, I ask you to open a criminal case and to thoroughly investigate the submitted, as we are dealing with the legitimate suspicion of going beyond official powers and falsification of documents by high-ranking officials."
