YEREVAN. – There is no “Lavrov plan;” it does not exist. The first ombudsperson of Armenia, executive director of the “Against Legal Arbitrariness” NGO Larisa Alaverdyan, expressed such an opinion at the December 23 press conference.

According to her, the Madrid Principles are now on the negotiating table to resolve the Nagorno-Karabakh (Artsakh) conflict. "They are based on the principles laid down by the first president of Armenia and the elite of that time," she noted. "Statements that 'there is nothing on the negotiating table' contradict the statements of the [OSCE Minsk Group] co-chairs."

"As for the ‘Lavrov Plan,’ it does not exist because otherwise, it will mean the existence of plans by the other co-chairing countries as well," she added. “The OSCE Minsk Group Co-Chairs have not contradicted each other, at least in public, but their interests are different. It is naive to think that they can now allow one of them something different from the Madrid Principles. It is Azerbaijan that uses the ‘Lavrov Plan’ for its internal influence. [Azerbaijan FM] Mammadyarov's recent interview was addressed to the Armenian audience, especially since the Armenian authorities do not like to explain the situation in detail."
