In 2020, the settlement of the Nagorno-Karabakh conflict will enter the stage of intensification, and the talks will most likely be held over a certain document. Alongside that, the public will receive less information, taking into consideration the fact that the OSCE Minsk Group Co-Chairs cautioned the sides about the need to keep confidentiality of the negotiations. This is what analyst Angela Elibegova told reporters today.

According to her, the recent meeting of the foreign ministers of Armenia and Azerbaijan and the Joint Statement of the OSCE Minsk Group Co-Chairs showed that the sides have finally entered the stage of talks, and the Armenian side recorded the agenda and schedule.

The analyst added that, based on the text of the statement issued after the recent meeting, Armenia confirmed that there was an agreement between the sides in 2019 to conduct humanitarian actions as well, and Armenia expressed willingness to continue the actions this year, but there are doubts about the effectiveness of those actions. “As far as the results of the meeting are concerned, Azerbaijan confirmed its position based on the principles of the Helsinki Final Act, and Armenia added the point about the need for involvement of the “elected representatives of Karabakh”. Baku is preparing for a scenario when there will be an attempt to engage Karabakh in the talks, and evidence of this is the attempt to raise the status of the so-called “Azerbaijani community of Karabakh”,” she explained.

Based on Angela Elibegova’s predictions, Baku will also continue to take advantage of the domestic political situation in Armenia to advance its propaganda.
