I was not so good with the format of giving political assessments to the former authorities. Republic of Armenia (RA) Prime Minister Nikol Pashinyan stated this during the YES campaign—in the forthcoming referendum on constitutional amendments—in Goris town.

"But on the other hand, there is a question of legitimacy here," Pashinyan added. “We need to realize that we have to diagnose the problems for the last 30 years and record what has happened.

And we thought that the constitutional referendum is a very good opportunity that we, in addition to the actual text of the referendum, describe the political context of the process taking place. In this respect, the idea came up to create a declaration of the referendum on April 5, 2020, whereby not only the amendment to a specific article of the Constitution will take place, but also a preliminary, general political assessment will be given to the processes that took place in the last 30 years. An attempt will be made to diagnose the greatest, complicated problem that has existed, which will also serve as the basis for a nationwide agreement that it will never be repeated."

Subsequently, Pashinyan publicized the draft of the declaration of the referendum on April 5, noting that related proposals may be sent to the YES campaign headquarters by March 31, and the final text of which will be published on April 2-3.

"With the referendum on April 5, 2020, the people are closing the page of the existence of illegitimate state and local self-government bodies and officials in the RA," the draft declaration concludes.
