During a live broadcast on his Facebook page, head of the Bright Armenia faction of the National Assembly of Armenia Edmon Marukyan said the following:

“As most of you know, a mo nth ago, I addressed a letter to Prime Minister of Armenia Nikol Pashinyan with the request to undertake the initiative to adopt a law on amnesty and extend amnesty to the persons having attained the age of 27 who are incriminated with the crime of avoiding fixed-term military or alternative service, military exercises or call-ups.

In particular, the term of validity of the Law of the Republic of Armenia “On citizens not having completed compulsory military service by violation of the established procedure” expired on December 31, 2019 and hasn’t been extended. Based on this, currently, 3,647 male citizens having attained the age of 27 are wanted.

It’s obvious that none of them will want to return to Armenia, at least until expiry of the statute of limitations prescribed by the Criminal Code.

This means there will be a bigger problem with demography, but those citizens can return and become reserve soldiers, start families, have children, work in Armenia and contribute to nation-building.

A while ago, I received the response of the Government of Armenia (received by Minister of Defense Davit Tonoyan) by which the mentioned recommendation has been rejected.”
