Artsakh (Nagorno-Karabakh) presidential candidate Vitali Balasanyan told this to Armenian News-NEWS.am, answering the question, "After being elected, imagine the mediators manage to organize an open meeting with the Azerbaijani president. What would you say to him that would also be a message, to some extent, to the international community?"

According to Balasanyan, there should be a distribution of roles in the format of the peace treaty. "We cannot sit at the negotiating table and discuss any issue without signing a peace treaty; it’s ruled out,” he said. “And my first suggestion would be about signing a peace treaty. It's not just one document; it is a complete package, which will include our further negotiations, and the role distribution will be of the Republic of Artsakh, the Republic of Armenia, and the Republic of Azerbaijan."
