Artsakh (Nagorno-Karabakh) Republic Minister of State Grigori Martirosyan, who is also the Commandant of the emergency that has been declared there in connection with COVID-19, on Tuesday signed decisions specifying the special and urgent cases for entering Artsakh, the restrictions imposed at the administrative borders and when entering Artsakh, the restrictions on holding gatherings or public events, and the restrictions on the activities of public authorities.
