The universal principle of human rights does not apply to residents of unrecognized territories and states, said Artsakh Ombudsman Artak Beglaryan during an online press conference.
According to him, thus, residents of unrecognized states are deprived of many rights.
"Everyone recognizes the existence of problems and the need to solve them. But no one takes any steps. CE officials do not want to go to Artsakh and they politicize the problem. This is a very politicized issue," he said.
