Gagik Tsarukyan can’t be an oligarch because he has no ties with the government. This is what Minister of Territorial Administration and Infrastructure of Armenia Suren Papikyan told reporters in parliament today.

“The question about Gagik Tsarukyan being an oligarch or proprietor highly depends on the definition of the terms. Gagik Tsarukyan is the same person with the same potential, but there are no longer ties between oligarchs and the government. Perhaps this is the reason why oligarchs are concerned since they can’t reach agreements with the government,” he said.
