Human rights activist Ruben Melikyan has posted the following on his Facebook page:

“The statement by the president and three judges of the Constitutional Court of Armenia showed the incumbent regime’s legal illiteracy once again — they changed (as if) the Constitution, but forgot about the Law on the Constitutional Court.

Fine, let me remind something on my part. The existing Constitution doesn’t envisage DIRECT effect of the norms of the Constitution (this is envisaged by the versions of the Constitution of 1995 and 2005). It is first and foremost the objective of the National Assembly to make sure laws don’t contradict the Constitution, and then the objective of the Constitutional Court (if there is an application). The only exception concerns human rights, which are directly in effect.

To put it shortly, they blundered, and now they have to go and correct the mistakes.”
