We are developing a program on the army matter—in all directions; it is not easy because it is not managed from one place to make it clear to me what we are doing. Secretary of the Artsakh (Nagorno-Karabakh) Security Council Samvel Babayan stated this Wednesday during a meeting with MPs of the Artsakh National Assembly.

"But we try to present, substantiate what we know, and advance the development of the army.

The same goes for foreign policy, in which (…) no action has been taken during these 30 years. We can say here that we have not been part of Azerbaijan, it is substantiated by documents. But as soon as we come, say, 'Take out the [respective] documents,' it turns out that there is none. We have no substantiation, no work has been done. Today we need only 60 archival documents which substantiate that the phrase ‘Azerbaijan's [territorial] integrity’ should go beyond the three principles. And for that, we must present grounds, not say, 'It must come out,' as a formality.

"I am confident that it will be clear to you—by the new year already—what work we are doing, and whether or not the positions they have given us are justified," Babayan emphasized.
