Azerbaijani military forces carry out systemic and widespread targeted attacks against Artsakh (Nagorno Karabakh) peaceful settlements and civilians, including children, journalists; they commit atrocities and apply terror inspiring means by using cluster munitions since September 27, 2020. The Human Rights Defender (Ombudsman) of Armenia, Arman Tatoyan, has noted this on Facebook

“All these duly are documented with necessary analysis in the 2nd interim report of the Human Rights Ombudsman of Artsakh Mr. Artak Beglaryan on Azerbaijani Atrocities against Artsakh Population in September-October 2020.
