The National Assembly of Artsakh (Nagorno-Karabakh) today convened a special session chaired by Speaker Artur Tovmasyan.

Before moving to the agenda, the parliament respected the memory of those who were martyred during the war unleashed by Azerbajian with a moment of silence.

The parliament considered the bill on making supplements to the Law on Defense presented by Head of the Government Affairs Department of the Office of the President of Artsakh Arayik Lazaryan, who said the bill derives from the need to introduce and organize the militia system on a voluntary basis.

The bill defines the concept, goals and structure of a ‘militia’, the procedure for its formation, the relations pertaining to the preparation and application, subordination and management of a militia during peace and war and recruitment of participants of the militia.

The parliament unanimously passed the law after receiving the approval of the Standing Committee on Defense, Security and Law-Enforcement of the National Assembly.
