Based on the provisions of the Artsakh Republic [(AR)] Law on the Legal Regime of Martial Law, I have signed a decree introducing certain restrictions on the right of free movement in the territory of the Artsakh Republic, as well as establishing special regime for citizens of the Artsakh Republic to leave the said territory. Artsakh President Arayik Haroutyunyan wrote this on Facebook.

"In order to implement the measures envisaged by this decree and to ensure the application of temporary restrictions on rights and freedoms, to organize the joint management of forces and means, a commandant’s office has been established, and for its management, Karen Sargsyan, Director of the AR State Emergency Service, has been appointed commandant.

Exit from the territory of the Artsakh Republic has been restricted for AR citizens subject to conscription, and is allowed only in special cases—if there is a pass issued by the commandant," Haroutyunyan added in particular.
