The Artsakh (Nagorno-Karabakh) capital Stepanakert is being shelled by Azerbaijan with cluster bombs, reported the Artsakh State Service for Emergency Situations.
"The enemy targets the city—with residential buildings, civil and public infrastructures. There are no data about the affected yet," the Service added.
