Edmon Marukyan, chairman of the Bright Armenia Party and head of its parliamentary faction, wrote on Facebook that a short while ago he delivered a speech at the debates of the PACE Committee on Legal Affairs and Human Right on the matter of implementation of ECHR decisions.

"I made a speech on the following issue: Azerbaijani armed aggression against Artsakh [(Nagorno-Karabakh)] continues to this day.

There are captives on both sides. But while the Armenian side provides medical assistance to the Azerbaijani captives, the captured Syrian mercenaries, Azerbaijan treats the Armenian captives inhumanely prohibited by international conventions, the evidence of which is presented to the international community.

Based on Armenia's petition, the ECHR requested from the Azerbaijani side to provide information on 8 Armenian captives, but this request has not been fulfilled yet.

In conclusion, I called on all [PACE] delegates not to remain silent. I demanded that the Azerbaijani delegates show due respect to the captives and implement the decision of the European Court [of Human Rights] and transmit to the European Court the information on the captives of the Armenian side," Marukyan wrote.
