The sending of Russian peacekeepers to Nagorno-Karabakh [(Artsakh)] has been carried out within the framework of international law, and on the basis of a 2015 decision of the Russian Federation Council, Russian Foreign Ministry spokesperson Maria Zakharova said, RIA Novosti reported.

"We [Russia] have a document; it is the September 30, 2015 Resolution [No. 355-SF ‘On the use of the Armed Forces of the Russian Federation outside the territory of the Russian Federation’] of the Federation Council of the Federal Assembly of the Russian Federation. The first point: To give consent to the President of the Russian Federation to use the Armed Forces of the Russian Federation outside the territory of the Russian Federation—on the basis of universally recognized principles and norms of international law," Zakharova told RTVI television.

She stressed that there is an important aspect for sending Russian peacekeepers: the respective consent of the parties.

According to her, the deployment of Russian peacekeepers in Karabakh has been developed—in one way or another—since October 10.
