Armenian News - NEWS.am presents the latest developments as of November 17:

•             Russian military transport planes have conducted 22 flights in one day from Ulyanovsk Vostochny Airport to Armenia, transferring 64 vehicles and special equipment—including armored personnel carriers, off-road trucks, cistern vehicles, excavators, and other logistics equipment, reported the Russian Defense Ministry's press service.

After the unloading, respective convoys will be formed to cross into Nagorno-Karabakh, and military helicopters will protect—from the air—the route of this convoy.

On November 9, Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev, and Russian President Vladimir Putin signed a joint statement on a complete cessation of hostilities in and around Artsakh. The truce calls for the deployment of almost 2,000 Russian peacekeepers to the conflict zone, where Azerbaijan will receive significant territorial concessions, including a strategically important town of Shushi.

Russian President Vladimir Putin, in turn, noted that the agreements on the Nagorno-Karabakh conflict are observed and that this creates conditions for a settlement of the conflict on the fairground.

•             Armenian opposition activist Konstantin Ter-Nakalyan was attacked.

According to human rights activist Ruben Melikyan, two unknown people on the streets have instructed a dispute over the Artsakh war, defending PM Nikol Pashinyan's approaches, then with a cold weapon hit Kostantin's face, causing injuries in the lips, as well as injuries in the leg.

The incident followed the Facebook post of Prime Minister Nikol Pashinyan, which became a cause of serious dissatisfaction in political and public circles and was characterized by many, including the Human Rights Defender, as a call for civil clashes.

•             The MPs of the opposition Prosperous Armenia and Bright Armenia factions on Tuesday boycotted the current agenda of the National Assembly (NA) and demonstratively left the NA Sessions’ Hall.

Before that, they insisted that at present there should be only one matter on the NA agenda: the resignation of Prime Minister Nikol Pashinyan.

To note, there are two matters on the current NA agenda, and one of them is the draft budget for 2021.

•             President of Azerbaijan Ilham Aliyev says the possibility of a special status for Nagorno-Karabakh is unacceptable for Azerbaijan.

“There can’t be any word about special status. All citizens of Azerbaijan who represent different peoples and religions live in peace and have friendly-neighborly relations. The Armenian people will also live in these conditions,” Aliyev said.

Aliyev and his wife have visited the Fizuli region.

•             Russian FM Minister Sergey Lavrov on Tuesday said Moscow would exert all efforts to disallow revision of the statement by the leaders of Russia, Armenia, and Azerbaijan on the Nagorno-Karabakh conflict.

“We don’t see attempts to revise or rewrite the issued statement for the time being…We will do everything possible to make sure such attempts fail,” Lavrov said during a press conference, RIA Novosti reported.

•             In the presence of Russian peacekeepers and the International Committee of the Red Cross (ICRC), the parties to the Nagorno-Karabakh conflict began retrieving the bodies of the dead and exchanging them, ICRC President Peter Maurer told RIA Novosti.

He added that according to his latest information, the parties have already exchanged 200 bodies, and the respective efforts will continue.

Maurer also noted that the ICRC's priorities are assisting displaced people in the region, searching for the bodies of the casualties, and visiting POWs in preparation for possible negotiations and exchanges.

•             The United States and France want more clarity from Russia on the terms of a complete cessation of hostilities in and around Nagorno-Karabakh (Artsakh), as well as on Turkey's role in the respective agreements. Senior officials of the US Department of State told journalists about this at the briefing, the transcript of which has been posted on the State Department website.

They were asked about the talks between US Secretary of State Mike Pompeo and French Foreign Minister Jean-Yves Le Drian in Paris.
