The issue of using the Russian Armed Forces outside Russia—and which is put on the preliminary agenda of the Federation Council session and in connection with the deployment of Russian peacekeepers in the Nagorno-Karabakh [(Artsakh)] conflict zone—will be discussed on Wednesday, TASS reported, citing several sources in the upper house of the Russian parliament.

"The issue concerns Nagorno-Karabakh," said one of the agency's interlocutors.

This issue is expected to be debated on at the very beginning of the Federation Council session.

On November 9, Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev, and Russian President Vladimir Putin signed a joint statement on a complete cessation of hostilities in and around Artsakh. Accordingly, Russian peacekeepers will be deployed in the region to monitor the implementation of the ceasefire and the cessation of hostilities. But this statement also stipulates the handover of part of Artsakh lands to Azerbaijan.
