Dmitry Peskov, spokesman for the Russian President, said that the Federation Council’s consent to send Russian peacekeepers to Nagorno-Karabakh [(Artsakh)] was required due to the scale and responsibility of this mission, RIA Novosti reported.

"Yes, there was indeed the decision of 2015, which was a legal basis and is a basis for the President to make such urgent decisions. But given that there is a five-year [Russian peacekeeping] term ahead which can be extended if necessary, given that mission’s quite large scale and responsibility, additional permission was required for that mission," Peskov told reporters.

According to him, the re-issuance of the decree on the deployment of Russian peacekeeping forces in Karabakh will depend on the opinion of the legal bodies. "I do not know what their opinion will be, but de facto it will not change anything. I will repeat it once again, as the document has been in force since 2015," said the Russian presidential spokesperson.

On November 9, Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev, and Russian President Vladimir Putin signed a joint statement on a complete cessation of hostilities in and around Artsakh. Accordingly, Russian peacekeepers will be deployed in the region to monitor the implementation of the ceasefire and the cessation of hostilities. But this statement also stipulates the handover of part of Artsakh lands to Azerbaijan.
