The apartments and public and vital infrastructures that were destroyed as a result of the recent war are being restored, reported by the Artsakh (Nagorno-Karabakh) State Service for Emergency Situations.

Prior to the start of the respective construction, representatives of the Service, the Russian Ministry of Emergency Situations, and the Artsakh Ministry of Urban Development conducted damage assessment.

Restoration and reconstruction has already started in the capital Stepanakert and the regions.

To note, Russia has twice sent construction material to Stepanakert as part of humanitarian assistance to overcome the humanitarian catastrophe caused by the recent war.

On November 9, Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev, and Russian President Vladimir Putin signed a joint statement on a complete cessation of hostilities— which Azerbaijan had launched on September 27—in and around Artsakh. Accordingly, Russian peacekeepers are deployed in the region to monitor the implementation of the ceasefire and the cessation of hostilities. But this statement also stipulates the handover of part of Artsakh lands to Azerbaijan.
