The EU Council will discuss Monday what measures the EU could take as Russia refused to take into account the ECHR ruling to release opposition leader Alexei Navalny.
According to the EU foreign policy's chief Josep Borrell, this is a gross interference in the work of the sovereign judicial system and a violation by Russia of its international obligations.
Ministers will have an intense discussion on how the EU can respond to this, Borrell added.
