The Representative of Armenia before the European Court of Human Rights reports the following:

“From April 12 to 13, the Office of the Representative of Armenia before the European Court of Human Rights (ECHR) participated in the online conference entitled “Interstate Cases under the European Convention for Human Rights: Practice and Current Issues” and organized within the scope of the German chairmanship in the Committee of Ministers of the Council of Europe.

In his opening remarks, President of the ECHR Robert Spano underscored the importance of interstate complaints as ‘a collective guarantee’ for protection of human rights. At the same time, the President indicated the growth of the number of interstate complaints over the past year that were particularly due to armed conflicts.

The issues related to the examination of interstate complaints submitted to the ECHR within the scope of the European Convention for the Protection of Human Rights and Fundamental Freedoms were discussed and the possible options and solutions for increasing effectiveness of the examination of complaints were proposed during the conference. Among the participants were representatives of member states of the Council of Europe (CoE), high-ranking officials of the CoE and the ECHR, as well as academic lawyers of progressive educational institutions.”
