Advocates Vahe Hovsepyan and Vardan Arakelyan have filed a lawsuit in the Administrative Court prohibit Nikol Pashinyan from signing a document on the state borders and territorial integrity of Armenia [the document that was recently disseminated on the Internet and which Pashinyan has expressed willingness to sign]. This is what advocate Vahe Hovsepyan told Armenian News-NEWS.am.

The advocates have also petitioned to the Court to prohibit Pashinyan from signing any disputed document before the end of examination of this case. “Pashinyan has no right or power to sign any document and act on behalf of Armenia as Prime Minister. Pashinyan is not the Prime Minister from the moment he submitted his resignation letter, much less acting Prime Minister. This is clearly provided for by the Constitution,” Hovsepyan said, adding that, based on the document, it’s clear that this document is an international treaty, and in this case, according to the Constitution, signing is possible only after domestic procedures are undergone.

Hovsepyan also noted that the document implies demarcation and delimitation, and this implies the holding of a referendum. “So, the person lacking the power to sign a similar document is trying to overturn these legal procedures and sign the document,” Hovsepyan mentioned, noting that the aim of the lawsuit is to prevent the signing of that document.
