The OSCE Minsk Group (MG) has never had a mandate to enforce peace, said second President of Armenia Robert Kocharyan.

"Their mission is based on persuasion and suggestion, never coercion. And today there is no such mandate," he told a press conference on Monday.

According to him, it is obvious that the Russian role has grown significantly in the same MG. But it is also obvious that Azerbaijan is in completely different positions.

"It is also obvious that the role of Azerbaijan and Turkey has increased significantly," he noted.

"All this needs to be balanced. Now it is very difficult to say what can be achieved. Much depends on regional and global developments. We need a professional negotiating side, the belief that it is possible to change something and that Armenia, with all its capabilities, should enter the process and take responsibility.

None of these circumstances exist now. If you do this, there is no guarantee that it will work. But if we don't, there is a guarantee that we will lose. Should I try or not? Of course, try, and not wash your hands and shift the issue onto the shoulders of Russia. After this war, Russia will reckon more with the increased role of Azerbaijan in the region, whether we take offense or not. The reality is this," the ex-president said.
